The Cruise Passenger Terminal Building was originally constructed in 1955 as a general cargo warehouse. Converted to a passenger building in the early 2000′s and updated in 2006, the pre-renovation building consisted of expanses of bare blue/grey concrete floors and plain white walls with a few uncoordinated wall hangings. The goal of the renovation project was to give the building a sense of place. The interior now provides a coordinated setting of original Hawaiian artwork, storyboards, floor coverings, paint, and wood trim. This 300,000 sf building has been transformed into an attractive passenger waiting area highlighting the cultural heritage of Hawaii with a focus on the early sustainable life in and surrounding Honolulu Harbor or Kou (the Harbor and adjacent lands were known as Kou in traditional times).

Cardno TEC, as overall Program Manager, brought in a number of native Hawaiian and local designers and artists, to design a great exhibit of Hawaiian cultural heritage. As the cruise passenger now enters the terminal through the arcade, they are welcomed with soft yellow and brown colored walls with mid-wall length trim of deep brown coconut tree wood. The new floor covering provides multiple colors and flowing shapes reminiscent of waves in the ocean. Text accompanied by graphics and historic photos provide illustrations of fisherman and farmers with early fishing gear, tools and canoes. The artwork provides a true Hawaiian sense of place for the over 150,000 cruise passengers that pass through the Pier 2 Passenger Terminal building each year.

Cardno TEC developed a feasibility study assisting the Union Economique et Monetaire Ouest-Africaine (UEMOA) in determining the technical and economic viability of developing a proposed rail line from Bamako, Mali to Mali’s southeastern border with Cote d’Ivoire. Recommendations were also given for upgrading the existing railway from Bamako, Mali to Dakar, Senegal, to which the new rail line would be linked. Cardno TEC also determined the associated costs, design and construction criteria, and an implementation plan. The goal for this rail line is to interconnect two existing railways: the Transrail system which runs from Dakar, Senegal to Bamako, Mali, and the Sitarail system running from Ouagadougou, Burkina Faso to Abidjan, Cote d’lvoire. If implemented, this interconnection would enable more efficient freight and passenger transportation and more reliable port access for goods coming into and out of the landlocked UEMOA countries.

Under a contract with the Air Force Center for Engineering and the Environment, Cardno TEC conducted sustainable infrastructure assessments for 467 buildings comprising 10.2 million square feet at six U.S. Air Force bases in California and Arizona. A sustainable infrastructure assessment determines sustainment, restoration, and modernization requirements. Cardno TEC implemented the web-based BUILDER 3.0 Sustainment Management System at the six bases. Cardno TEC assessors conducted building component inventory and condition assessments to evaluate the performance of each system/building and reviewed the recurring work program to insure major mechanical assets were accounted for and receiving preventative maintenance. Project deliverables included a short-range maintenance action plan, population of the BUILDER Sustainment Management System database, and a long-range maintenance action plan based on output from the BUILDER database.

Cardno TEC is working as part of a team under a USAID Master Contract (MWH Americas is the prime contact holder) to prepare a Feasibility Study for the development of a new port on the northern coast of Haiti.

The inadequacy of Haiti’s main port in Port-au-Prince became clear in the immediate aftermath of the 2010 earthquake, when life-saving relief supplies and food could not reach the affected populations because of extreme congestion in and around the port. In addition, the government of Haiti has made a commitment to create economic opportunities outside of Port-au-Prince and bring economic growth to Haiti’s regions; the development of a port in the northern region is critical to economic decentralization. The purpose of the Haiti Northern Ports Feasibility Study is to assess the feasibility of establishing a container port at Fort Liberté and/or significantly upgrading and modernizing the current port facility at Cap Haïtien.

The Cardno TEC Team was selected to perform a study that includes site selection, terminal planning, conceptual design, capacity analysis, cost estimating, and an environmental assessment, as well as providing the team with the Chief of Party.

Cardno TEC collaborated with Hypertect Inc. to design an Information Technology Center Data Center for the University of Virginia in direct response to present and anticipated computing system requirements. Cardno TEC employed innovative strategies into the system design for the Center, with reliability being a critical component. Cardno TEC’s approach combined original material types (i.e., red brick veneer, translucent panels, white metal panels, and a white EPDM roof) with a new 5,500 SF raised computer floor in the equipment room. The greatest challenge was the necessity to double IT capacity, power, and cooling of the entire Data Center without service disruption. Severe site limitations imposed by existing utilities, stormwater structures, and an adjacent railroad line required a two-story design, which also enabled advantageous use of site topography. Cardno TEC successfully administered the LEED certification process for receipt of a Silver Certification, which includes Energy Modeling.
